Country HR Officer (CHRO) – Kuwait

About the role

The Country HR Officer (CHRO) for Kuwait leads professional HR activities and advisory services for the Citi franchise. The role integrates local regulatory knowledge with Citi’s global people strategy, partnering with senior business leaders to drive talent and organizational effectiveness.

Key responsibilities

• Provide HR consulting across talent acquisition, talent management, compensation, change management, leadership development and employee engagement for the Kuwait franchise.
• Apply deep knowledge of Kuwait Labour Law and Central Bank of Kuwait regulations to resolve complex people matters and support Kuwaitisation targets.
• Partner with the Country Officer & Banking Head, HR leadership and functional managers to design headcount plans, organizational changes and succession strategies.
• Collaborate with HR disciplines (Total Rewards, Talent Acquisition, Learning, etc.) to deliver integrated HR solutions and ensure statutory compliance.
• Manage employee relations, grievance handling and disciplinary actions in line with local law and Citi’s global policies.

Required profile

• 8‑10+ years of progressive HR experience, preferably within a regulated banking environment.
• Deep expertise in Kuwait Labour Law, employment practices and nationalisation (Kuwaitisation) strategies.
• Proven track record in HR risk, controls, governance and audit readiness.
• Experience working in a complex global matrix organization with multiple reporting lines.
• Professional fluency in Arabic and English (written and spoken).
