Civil Procurement Engineer (Marine & Offshore)

About the role

The client, a leading international contractor in oil & gas, marine and energy, seeks an experienced Civil Procurement Engineer for a new project in Kuwait. The role focuses on supporting procurement for marine and topside EPC packages within an oil & gas environment.

Key responsibilities

• Support procurement activities for marine and topside EPC packages, ensuring alignment with client specifications and approved strategy.
• Source, pre‑qualify and propose bidders from the approved vendor list, with emphasis on marine contractors, offshore fabrication yards and specialised oil & gas suppliers.
• Conduct Supplier Pre‑Qualification and Technical Evaluations in full compliance with client procedures.
• Coordinate with Engineering, QA/QC, HSE, Marine and Project Controls to ensure RFQ packages contain complete technical, commercial, contractual and HSE requirements.
• Prepare, issue and manage RFQs for marine works (piling, dredging, jetty/pier structures, offshore installation) and topside materials/equipment.
• Challenge and optimise procurement requirements based on market conditions, marine logistics constraints and project execution needs.

Required profile

• Civil engineering degree or equivalent.
• Proven experience as a procurement engineer on major civil projects in the energy, oil & gas or marine sectors.
• Hands‑on experience with marine and offshore projects such as jetties, piers, dredging or offshore structures.
• Familiarity with KNPC standards (highly preferred) and experience with ADNOC or ARAMCO procedures is valuable.
• Experience handling marine subcontractors, offshore fabrication yards and specialised suppliers.
• Strong understanding of contractual terms (FIDIC/EPCC), commercial evaluations and risk management in large‑scale EPC projects.
• Practical use of ERP procurement systems (e.g., SAP, Oracle).
• Knowledge of logistics and supply‑chain challenges related to marine/offshore works.
