Government Affairs Manager – Qatar/Kuwait

About the role

Keemart, Meituan's international on‑demand retail arm, is expanding its grocery delivery business across the GCC. We are seeking an experienced Government Affairs professional to lead regulatory and public‑policy initiatives for new market entries in Qatar and Kuwait, and to support ongoing category licensing and import compliance.

Key responsibilities

• Lead all government‑affairs activities for new country launches in Qatar and Kuwait, including entity setup, operating licences and regulatory approvals.
• Establish and nurture relationships with local government bodies and regulatory agencies from scratch.
• Secure multi‑category operating licences, private‑label product registrations and compliance certifications.
• Navigate certification requirements for imported goods across GCC markets.
• Resolve cross‑border import challenges for global sourcing (China, Europe, India, etc.) and manage product certifications, import permits and customs issues.
• Ensure smooth product flow into Saudi Arabia, Qatar and Kuwait.

Required profile

• 5+ years of experience in government affairs, regulatory or public‑policy roles in Qatar or Kuwait.
• Deep knowledge of national regulatory landscapes and proven track record securing licences and permits.
• Strong network within Qatar or Kuwait government bodies and regulatory agencies.
• Experience in e‑commerce, retail or logistics is preferred.
• Fluent in Arabic and English.
• Grew up and based in Qatar or Kuwait; willing to travel across Saudi Arabia and the GCC.
