Programme Management Officer (P4) – UN Joint Programme

About the role

The United Nations Resident Coordinator Office in Kuwait is seeking a Programme Management Officer (P4) to lead the implementation of the Joint Programme “Promoting Inclusive Employment and Empowerment”. This multi‑agency initiative supports disability inclusion in the labour market and enhances national responses to substance use.

Key responsibilities

• Lead day‑to‑day implementation, monitoring and evaluation of the joint programme across four Participating UN Organizations.
• Coordinate the preparation and consolidation of narrative inputs and programme‑level reports, ensuring quality, consistency and timely delivery.
• Ensure programme activities align with agreed objectives, timelines and donor requirements.
• Liaise with implementing agencies, the Programme Steering Committee and donors to provide updates and address issues.
• Support the Resident Coordinator and the convening agency in overall programme oversight.

Required profile

• Advanced university degree in a relevant field (e.g., development studies, public administration, social sciences).
• Significant experience in programme management within an international development or UN context.
• Demonstrated knowledge of inclusive employment, disability inclusion and substance‑use rehabilitation initiatives.
• Proven ability to work collaboratively with multiple UN agencies and national partners.
