Communications and Metering Devices Specialist Engineer – Kuwait (12 months)

About the role

This 12-month position provides specialist consultancy for utility monitoring, telecommunications, remote measurement and control infrastructure supporting electrical control and monitoring centres and connected substations. It covers the full lifecycle of monitoring and control systems, from design and supply through to operation, maintenance and troubleshooting.

Key responsibilities

• Support engineering and consultancy for design, supply, installation, testing, commissioning, operation, maintenance and troubleshooting of monitoring and control systems.
• Cover RTUs, data acquisition and processing, UPS/batteries and chargers, VFT copper communications, PLC, fibre systems (PDH/SDH/MPLS-TP), NMS, UHF/microwave, intertrip signalling and PABX/PAX telephony.
• Advise on underground fibre optic and optical ground wire systems, including installation, commissioning, testing, operation, maintenance and fault repair.
• Determine data-transmission routes between substations and monitoring/control centres and support communication-network expansion, modernization and development.
• Prepare technical tender documents for monitoring and control equipment, associated plans and budgets, and support tender follow-up, bid evaluation and award recommendations.
• Assess wired and wireless communications and remote-measurement requirements and their integration with utility control infrastructure.
• Prepare technical reports, specifications and recommendations and coordinate interfaces with protection, operations and network-planning disciplines.

Required profile

• Strong utility telecommunications, SCADA/RTU, remote-measurement or control-centre infrastructure experience.
• Degree in Electrical, Electronics, Telecommunications or a closely related engineering discipline.

Required skills

• Fibre/OPGW, PLC, microwave/UHF and telecom network-management technologies.
• Engineering specifications, tender documentation, testing and commissioning, and operational troubleshooting.
