HR Manager – Lead Talent & Operations

About the role

CODED, the first tech and AI academy in the Arab world, seeks an HR Manager to own the people and administrative backbone. You will lead a small HR team, set standards, and ensure talent density across the organisation.

Key responsibilities

• Lead the recruitment function, set hiring standards, manage manpower planning and oversee the Recruiter.
• Manage contractor, instructor and freelancer lifecycles, standardise engagement terms and build bench capacity.
• Design and run internal internship programmes, converting strong interns into full‑time hires.
• Own the full appraisal cycle, conduct goal setting, mid‑cycle reviews, calibrations and drive performance decisions.
• Hold department managers accountable to SOPs and people responsibilities, using structured feedback mechanisms.
• Oversee payroll coordination, employee contracts, end‑of‑service calculations and ensure compliance with Kuwaiti labour law, PAM and PIFSS.
• Manage the Admin Officer, supervise office operations, facilities and vendor relationships.
• Maintain and continuously improve the company‑wide HR SOP library and automate manual processes.

Required profile

• Senior HR professional who manages rather than executes and has led a small HR team.
• Comfortable owning deadlines that are not directly under personal control.
• Ability to hold senior managers accountable respectfully and firmly.
• System‑thinking mindset with strong documentation and SOP standards.
• Deep knowledge of Kuwaiti labour law, PAM and PIFSS in practice.
• Fluent in Arabic and English.
