IT Engineer – Platform Governance & Vendor Coordination

About the role

We are seeking an experienced IT Engineer to lead the delivery of a turnkey platform for the Kuwait Institute for Scientific Research (KISR). The role involves overseeing vendor coordination, technical implementation, quality assurance, and capacity building to ensure a fully operational, bilingual (Arabic/English) solution that complies with local regulations and international standards.

Key responsibilities

• Act as the institutional liaison with the consultancy, clarifying deliverables, timelines, and milestones.
• Monitor vendor implementation plans, validate licensing, and ensure contractual obligations are met.
• Oversee platform delivery, confirming web‑based design, bilingual support, Linux server and PostgreSQL database deployment, and integration with Kuwait Mobile ID.
• Ensure compliance with Kuwaiti laws, CITRA regulations, and ISO 9001/ISO 27001 principles.
• Validate vendor quality system practices, review corrective actions, and monitor dashboard functionality and database health.
• Coordinate structured training programs, online materials, and a support learning centre for labs and clients.
• Document processes, prepare operational manuals, and mentor KISR IT staff for post‑contract platform governance.
• Validate final delivery against RFP specifications, including support, SLA, backup, and disaster‑recovery plans.

Required profile

• Bachelor’s degree in Computer Science or related field.
• Minimum 10 years of experience in platform development, cybersecurity, and IT governance.
• Professional certifications such as CISSP, CISM, ISO/IEC 27001 Lead Auditor, ITIL, or COBIT (preferred).
• Strong experience in supplier relations and technical reporting.
• Fluency in Arabic and English.
