Materials Budgeting Supervisor

About the role

The Materials Budgeting Supervisor will oversee the preparation, review and control of project budgets throughout the lifecycle of oilfield projects in Kuwait. This role supports project planning, cost optimization and procurement activities, ensuring accurate financial management for engineering initiatives.

Key responsibilities

• Prepare, review, and control project budgets throughout the project lifecycle.
• Estimate personnel, equipment, machinery, and material costs to support planning and decision‑making.
• Monitor project cost performance, analyze variances and recommend optimization measures.
• Review subcontractor quotations, participate in commercial negotiations and support subcontract cost management.
• Assist project managers in preparing procurement plans for materials, spare parts and consumables.
• Establish and maintain a material price database and regularly update market pricing information.
• Prepare monthly and quarterly cost analysis reports for management.
• Participate in project cost settlement reviews to ensure accuracy, compliance and cost effectiveness.

Required profile

• Bachelor’s degree or above in Engineering Management, Cost Engineering, Mechanical Engineering or related discipline.
• Minimum 8 years of experience in budgeting and cost control within Oil & Gas, Energy or Engineering industry.
• Strong knowledge of cost estimation, budgeting and project cost control methodologies.
• Familiarity with equipment, spare parts and material pricing in engineering projects.
• Professional certification in Cost Engineering or related field is preferred.
• Fluent in English with ability to review technical documents and commercial contracts.
