Senior Process Safety Management (PSM) Consultant

About the role

The Senior PSM Consultant will lead the implementation and continuous improvement of Process Safety Management systems for an upstream oil & gas operation in Kuwait. The role focuses on embedding a strong safety culture, delivering technical safety documentation, and providing expert guidance on hazardous‑area design and risk mitigation.

Key responsibilities

• Implement and maintain PSM systems, including safety culture initiatives.
• Develop and update technical safety documents such as TSE philosophies, AI‑PS principles, and project specifications.
• Provide design, technical support and troubleshooting for upstream processes, ensuring inherently safer design and compliance with API, BS, JEC, NFPA standards.
• Lead hazard identification (HAZID), HAZOP, LOPA, and quantitative risk assessments (QRA) using PHAST, CFD and other tools.
• Conduct frequency analyses (FTA, FMEA, ETA) and ALARP demonstrations.
• Develop emergency preparedness plans, scenario modelling, and lead major hazard incident investigations.
• Create PSM communication materials (newsletters, presentations, posters, videos).
• Interface with HSE regulators, insurers and other external stakeholders on safety‑critical elements and performance standards.

Required profile

• B.Sc. in Mechanical, Metallurgical, Chemical, Petroleum, Electrical, Instrumentation or related engineering discipline.
• Minimum 20 years of professional experience within an oil & gas operating company.
• Extensive knowledge of technical safety project documentation, leak‑path reduction, hazardous‑area classification, fire protection design, and safety‑critical element identification.

Required skills

• HAZID, HAZOP, LOPA, QRA (PHAST, CFD).
• FTA, FMEA, ETA analyses.
• ALARP demonstration process.
• Technical Pre‑Start‑Up Safety Review (PSSR) and PHSER.
• PTW, JSA, Management of Change, Alarm Management.
• Fire protection design (active & passive), flare radiation, toxic and noise assessment.
• Leak‑path reduction, layout optimization, hazardous‑area and toxic‑facility classification.
• Safety‑critical element identification and performance‑standard specification.
