Lead Process Safety Management (PSM) Specialist

About the role

The Lead PSM Specialist will drive the implementation and continuous improvement of Process Safety Management systems for upstream oil & gas operations in Kuwait. This senior position ensures that safety culture, design practices and regulatory compliance are embedded across all projects.

Key responsibilities

• Develop and maintain technical safety documentation such as TSE philosophies, Asset Integrity‑Process Safety principles and project specifications.
• Provide design support, troubleshooting and safety‑critical reviews for upstream facilities, focusing on inherently safer design.
• Lead hazard identification workshops (HAZID) and conduct HAZOP, LOPA, QRA, FTA, FMEA and ETA analyses using PHAST, CFD and other industry tools.
• Perform fire protection, flare radiation, toxic and noise assessments and define hazardous area and toxic facility classifications.
• Lead major hazard incident investigations, emergency preparedness planning and ALARP demonstrations.
• Create PSM communication materials (newsletters, presentations, posters) to promote safety awareness.
• Interface with HSE regulators, insurers and other external stakeholders on safety performance.

Required profile

• B.Sc. in Mechanical, Metallurgical, Chemical, Petroleum, Electrical, Instrumentation Engineering or equivalent.
• Minimum 20 years of professional experience within an oil & gas operating company.
• Proven track record in technical safety project documentation and process safety management.

Required skills

• HAZID, HAZOP, LOPA, QRA, PHAST, CFD, FTA, FMEA, ETA methodologies.
• Leak Path Reduction, Layout Optimization, Hazardous Area Classification, Toxic Facility Classification.
• Fire Protection Design, Flare Radiation, Toxic and Noise Assessment.
• ALARP demonstration, Technical Pre‑Start‑Up Safety Review (PSSR), PHSER.
• Permit‑to‑Work (PTW), Job Safety Analysis (JSA), Management of Change.
• Alarm Management, Hazardous Material Management, Safety Critical Elements identification.
