Safety Engineer (HSE Specialist II)

About the role

Worley is seeking a Safety Engineer (HSE Specialist II) to lead the implementation of KOC PMC safety policies and the project HSE Management System. The role ensures compliance with Kuwait legislation and KOC requirements while supporting safe execution of EPC activities.

Key responsibilities

• Coordinate implementation of KOC PMC Safety policies, HSE Management System and project‑specific HSE plans.
• Monitor EPC contractor HSE Management System, providing advice to ensure consistent compliance and risk reduction.
• Ensure EPC contractors develop, implement and maintain a project Risk Management Plan and subcontractor selection processes.
• Maintain statistical data on health, safety and training, preparing regular reports for the WorleyParsons KOC PMC HSEQ Manager.
• Review and advise on EPC contractor Safety Management Systems, recommending required changes.
• Monitor compliance with Kuwait legislative requirements and disseminate updates to PMC and EPC teams.
• Develop professional relationships with KOC, regulatory bodies and EPC contractors to uphold Worley’s image.
• Conduct regular site visits, safety talks and training sessions, and implement a quality safety observation program.
• Assist EPC construction personnel and subcontractor safety advisors in hazard identification, work planning and development of site‑specific safety programmes.

Required profile

• Ability to coordinate and implement KOC PMC safety policies and HSE Management System.
• Experience reviewing and advising on EPC contractor HSE systems.
• Familiarity with Kuwait HSE legislation and KOC statutory requirements.
• Strong reporting skills to prepare HSE performance reports.
• Capability to maintain statistical safety data and support continuous improvement.
