Chief Technology Officer – Group Financial Services

About the role

MyRateb is launching a regulated stored‑value wallet that will support P2P transfers, merchant payments, bill payments and future financial services. The CTO will define and execute the technology strategy, architecture, delivery and security for the entire platform, guiding it from build to a compliant, scalable, always‑on launch and subsequent growth to millions of users.

Key responsibilities

• Define the technology vision, roadmap and build‑vs‑buy strategy aligned with business goals and regulatory timelines.
• Design a scalable, API‑first, cloud‑native architecture covering the wallet core, double‑entry ledger, limits engine and settlement systems.
• Lead delivery of consumer, merchant and admin applications, establishing agile engineering practices, CI/CD pipelines and release management.
• Ensure compliance with central‑bank licensing, audit trails, data residency, outsourcing and business continuity requirements.
• Maintain 24×7 platform availability, disaster‑recovery plans, observability, capacity planning and cost optimisation (FinOps).
• Build a data platform for analytics, risk scoring, personalization and regulatory reporting, applying emerging technologies where they add clear value.

Required profile

• Bachelor’s degree in Engineering or Computer Science (Master’s preferred); certifications such as CISSP, CISM, CISA, TOGAF are a plus.
• 10–12 years progressive technology experience, including 3+ years in a senior leadership role (CIO/CTO) within payments, fintech, banking or digital financial services.
• Proven track record of launching or scaling high‑volume payments or wallet platforms (prepaid, mobile money, UPI‑type rails, card processing).
• Prior experience in the GCC or Middle‑East payments/financial services environment is highly desirable.
