Site Manager / Facility Manager / Fuels Specialist

About the role

The Site Manager/Facility Manager/Fuels Specialist leads all contract operations at the assigned site, acting as the primary liaison between the contractor, government stakeholders and subcontractors. The role combines overall site management with hands‑on responsibility for bulk fuel storage and quality surveillance.

Key responsibilities

• Provide full oversight and management of contract execution and compliance.
• Ensure personnel are properly scheduled, supervised and meeting performance standards.
• Monitor performance metrics, service quality and deliverables; implement corrective actions as needed.
• Serve as the primary point of contact for Air Force CE leadership, ACO, COR and other government personnel, with the ability to meet on‑site within four hours.
• Operate, inspect, maintain, troubleshoot and repair bulk fuel storage and fuel quality surveillance systems in accordance with technical orders, UFCs and NFPA standards.
• Address and resolve operational issues, RFIs and performance concerns proactively.
• Provide regular updates and reports to government representatives and contract managers.
• Notify the ACO and COR of any changes in key personnel within 24 hours.
• Identify and mitigate operational risks, ensuring continuity of mission support.
• Enforce safety standards and environmental compliance across all site activities.
• Perform other duties as assigned.

Required profile

• Minimum eight years of experience managing base operations support.
• Experience with electrical systems, HVAC, bulk fuel storage, fuel distribution and quality surveillance.
• Prior military service as an Air Force Fuels Specialist, Army Petroleum Supply Specialist, Navy Aviation Boatswain’s Mate (Fuels) or Marine Corps Bulk Fuel Specialist (or equivalent) preferred.
• Bachelor’s degree highly desirable.
• Ability to act with full authority on behalf of the contractor.
