Property Manager

About the role

The Property Manager will be based in Kuwait and will oversee the full life‑cycle of government‑furnished and contractor‑acquired property for the V2X program. Reporting to the HQ Government Property Director, the role ensures compliance with FAR, AR and Vectrus policies while maintaining transparent relationships with auditing agencies.

Key responsibilities

• Manage the ten life‑cycle outcomes of property management in accordance with FAR Clause 52.245‑1 and the Performance Work Statement.
• Maintain fiduciary accounts with the Theater Property and Installation Property Book Office, ensuring accurate records.
• Coordinate property and materiel transfers per AR 735‑5 and provide routine, monthly, special and annual reports to the government.
• Develop, recommend and implement property administration policies, and deliver training and mentoring to staff.
• Ensure 100% accountability of Government Furnished Property (GFP) and Contractor Acquired Property (CAP) using Maximo and the IUID registry.
• Conduct site visits to verify proper property control operations and manage loss processes through the Property Administrator Reach Back Program.

Required profile

• Bachelor’s degree with two years experience or High School diploma with eight years experience; minimum six years specialized property‑management experience.
• Certified Property Professional Administrator (National Property Management Agency).
• U.S. citizenship, CAC eligibility, and a valid driver’s license with ability to obtain a U.S. Government Motor Vehicle Operator’s License.
• Familiarity with FAR, DFAR, AR 735‑5 and related publications governing property lifecycle outcomes.

Required skills

• Certified Property Professional Administrator credential.
• Proficiency with Maximo Implementation System.
• Knowledge of Army Supply System, including DLIS Fed log.
• Experience maintaining an IUID registry for assets.
• Understanding of FAR Clause 52.245‑1 and AR 735‑5 requirements.
