Senior Process Safety Management (PSM) Consultant

About the role

The Senior PSM Consultant will lead the implementation and continuous improvement of Process Safety Management systems for upstream oil & gas operations in Kuwait. The role focuses on embedding a strong safety culture, delivering technical safety documentation, and ensuring compliance with industry standards.

Key responsibilities

• Implement and maintain PSM systems, including safety culture initiatives.
• Develop and manage technical safety documents such as TSE philosophies, AI‑PS principles, and project specifications.
• Provide design, technical support, and troubleshooting for upstream processes, emphasizing inherently safer design.
• Conduct hazard identification (HAZID), HAZOP, LOPA, and quantitative risk assessments using PHAST, CFD, and other tools.
• Lead major hazard incident investigations and develop emergency preparedness plans.
• Create PSM communication tools (newsletters, presentations, videos, posters).
• Collaborate with HSE regulators, insurers, and external stakeholders on safety critical elements and performance standards.

Required profile

• B.Sc. in Mechanical, Metallurgical, Chemical, Petroleum, Electrical, Instrument Engineering or equivalent.
• Minimum 20 years of professional experience within an oil & gas operating company.
• Extensive knowledge of technical safety project documentation, leak path reduction, hazardous area classification, fire protection design, and ALARP demonstration.

Required skills

• HAZID facilitation, HAZOP, LOPA, QRA, PHAST, CFD.
• Failure Tree Analysis (FTA), Failure Mode Effects Analysis (FMEA), Event Tree Analysis (ETA).
• Process Safety Reviews (PSSR, PHSER), PTW, JSA, Management of Change.
• Fire & explosion fundamentals, alarm management, hazardous material management.
• Interface with HSE regulators and insurers, specification of safety‑critical performance standards.
