O&M and Performance Director – Water Networks & NRW Operations

About the role

We are seeking an experienced O&M and Performance Director to lead water network and non‑revenue water (NRW) initiatives across Jeddah, Makkah, Taif and surrounding regions, serving roughly 8.9 million people. This full‑time, on‑site position reports to senior utility leadership and will drive performance improvements for municipal water distribution.

Key responsibilities

• Lead NRW reduction and water network performance improvement programmes.
• Support utility operations teams in multiple cities and monitor operational KPIs.
• Oversee Operations Control Centre activities related to O&M and customer services.
• Coordinate emergency response, incident management and business continuity planning.
• Provide technical support across water and wastewater networks.
• Ensure water quality monitoring and regulatory compliance.
• Analyse operational and network performance data to enhance service delivery.

Required profile

• 15+ years of experience in water and wastewater O&M.
• Proven track record managing municipal water distribution networks.
• Strong background in NRW, DMA, leakage reduction and network optimisation.
• Experience in utility operations, network performance or water distribution management.
• Leadership and stakeholder‑management capabilities.
• Bachelor’s degree in Civil, Hydraulic, Mechanical Engineering or related field.
• Fluent English; Arabic highly preferred.
