Senior Digital Transformation Expert – Public Sector

About the role

We are seeking a highly qualified Senior Non-Key Expert – Digital Transformation to support technical assistance assignments related to the digitalisation of public institutions, e‑government, institutional modernisation, digital workflows, data‑driven public administration, and the design and implementation of digital transformation strategies.

Key responsibilities

• Provide technical assistance for the digitalisation of public institutions and e‑government services.
• Develop and implement digital transformation strategies and roadmaps.
• Conduct digital maturity assessments and institutional diagnostics.
• Design and optimise digital workflows and data‑driven public administration processes.
• Support the modernisation of institutional capacities in line with EU‑Egypt partnership objectives.

Required profile

• Master’s degree in ICT, computer science, information systems, digital transformation, public administration, engineering or a related field.
• Minimum 7 years of professional experience in digital transformation and digitalisation of public institutions.
• Proven experience conducting digital maturity assessments, institutional diagnostics and developing transformation roadmaps.
• Fluency in English at C1 level; Arabic is highly desirable.
• Knowledge of public‑sector digital transformation in Egypt or the MENA region is a plus.
