Facilities Operations & Maintenance Manager

About the role

The Facilities Operations & Maintenance Manager leads the Public Works O&M program in Kuwait, ensuring all facilities engineering, maintenance, and operational activities meet contractual and regulatory standards. Reporting to the Public Works Director, the manager is on‑site during regular hours and acts as the primary point of contact for trouble calls, modification requests, and special work.

Key responsibilities

• Oversee contract implementation, including cost, schedule, and data management for all facilities operations and maintenance activities.
• Ensure timely response to trouble calls, facility modification requests, and special work, defining scope, securing approvals, and coordinating repairs.
• Lead lower‑level managers and staff, develop policies and procedures, and drive process improvements across the Public Works organization.
• Maintain compliance with U.S. Government regulations, host‑nation agreements, and applicable codes and standards.
• Generate monthly program status reports, track performance metrics, and present briefings to customers and corporate leadership.

Required profile

• Bachelor of Science in engineering or a related technical field.
• Minimum 7 years of experience in facility engineering, operations, and maintenance of utility infrastructure, preferably in a military environment.
• Ability to obtain a host‑nation driver’s license and CAC eligibility.
• Strong knowledge of business and management principles, strategic planning, and resource allocation.

Required skills

• Proficiency with Microsoft Office applications.
• Facility Management Professional (FMP) certification (desired).
• Project Management Professional (PMP) certification (desired).
