Construction Supervision Manager / Resident Engineer

About the role

Surbana Jurong is seeking a highly experienced Construction Supervision Manager / Resident Engineer to lead the supervision of a major water infrastructure project. The role involves overseeing the delivery of water transmission, pumping and distribution assets from construction through testing, commissioning and hand‑over.

Key responsibilities

• Lead a multidisciplinary site supervision team delivering large‑scale water infrastructure works.
• Coordinate construction, testing, commissioning and hand‑over activities for transmission, pumping and distribution facilities.
• Serve as the primary liaison between client, contractors and project stakeholders.
• Review engineering submissions, technical documents and construction methods for compliance with project requirements and standards.
• Monitor progress, quality, safety, resource use and performance across multiple work fronts.
• Facilitate technical and progress review meetings and resolve construction and contractual issues.
• Oversee inspection, testing, commissioning and performance verification to meet operational criteria.
• Manage contract administration, including variations, claims, payment applications and close‑out documentation.
• Provide strategic advice on risks, technical challenges and contractual matters.
• Prepare progress reports, presentations and project documentation while promoting knowledge sharing.

Required profile

• Proven track record in a consultancy environment delivering water or large‑scale infrastructure projects.
• Strong ability to build trusted relationships with clients, contractors and stakeholders.
• Excellent analytical and problem‑solving skills with a focus on quality and safety.

Required skills

• Experience in construction supervision, testing and commissioning of water infrastructure.
• Knowledge of international engineering standards and contract administration.
