HSE Engineer / Safety Officer (Construction Projects)

About the role

The Health, Safety and Environmental Engineer will implement the HSEP across mobilisation, execution and commissioning phases, ensuring zero lost‑time incidents and full compliance with Kuwait EPA and MPW safety regulations. The role reports functionally to the Project Manager and leads the site safety team.

Key responsibilities

• Develop site‑specific HSE Management, Emergency Response and Waste Management Plans.
• Conduct Job Hazard Analyses, risk assessments and manage Permit‑to‑Work systems for hot work, lifting, deep trenching and confined spaces.
• Supervise Site/Security and Safety Controllers in daily hazard enforcement.
• Lead toolbox talks, mandatory safety inductions and oversee incident investigations and reporting.
• Maintain environmental controls for dust suppression, hazardous chemical storage, noise, and dewatering permits.

Required profile

• B.Sc. in Engineering (Environmental, Civil, Mechanical or Chemical) with an accredited safety diploma.
• Minimum 10 years HSE experience on heavy civil/industrial EPC projects, at least 5 years in the Middle East/Kuwait.
• Fluent written and spoken English; Arabic is an asset.
• Authority to stop work immediately when an imminent hazard is identified.
