Consultant - Regulatory and Compliance

About the role

Anton, an integrated oil and gas value-added management services company headquartered in Dubai, is hiring a Consultant-Regulatory and Compliance for its On-sync Energy Management Services Company in Kuwait. The role covers regulatory and commercial aspects of oil and gas investment, tendering and partnership agreements.

Key responsibilities

• Identify and evaluate oil and gas investment and business development opportunities aligned with organizational strategy.
• Screen and economically assess potential assets with petroleum economists and technical teams, and coordinate business model, commercial viability, regulatory and budget assessments.
• Develop and evaluate business models and commercial strategies for partnerships and investments.
• Coordinate preparation, review and approval of tender terms and conditions, and take part in negotiations with potential partners.
• Review project economics, financing, commercial risks and investment recommendations, and present findings to management.
• Monitor approved contracts and compliance with contractual, commercial, legal and technical requirements during execution, and oversee post-tender amendments.
• Assess asset and partnership performance for contract renewal and recommend process improvements.

Required profile

• Bachelor's degree in Engineering, Geosciences, Business Administration or a related discipline.
• Minimum 15 years of technical and commercial experience in the oil and gas industry, preferably upstream/E&P.
• Proven experience evaluating oil and gas assets and investment opportunities, and developing business models and commercial strategies.
• Experience with oil and gas tendering, contract terms and conditions, commercial negotiations and contract lifecycle management.

Required skills

• Good understanding of regulatory requirements, industry practices and risk management in oil and gas.
• Strong understanding of contract law and the legal and commercial implications of drafting and negotiating terms and conditions.
• Strong project management, analytical, negotiation, stakeholder management and communication skills.
